Default Korean ime right alt function

im using korean ime 2002, it works fine except while im trying to change the
english input to korean input by pressing right alt.
it never works. while i have korean ime 2002 active on my desktop i try to
use it while writing my email using hotmail. while korean ime 2002 is active
i press right alt but all it does is its normal alt function. so i have to
click the A button so it changes from english to korean.

what is causing this problem.. i have never got the right alt worked in
korean ime 2002 before..

im using windows xp sp 2
