Internet explorer refuse to close

Internet explorer once open refuse to close when clicking the X on the
upper right corner of the page.

I need to go <cntrl-alt-del> to bring out the big gun and then it tells me
that Windows can't close this program and then it shows the "close now"
little page and only after that IE will close.

Any idea what to do?
