install error - An error occurred during the move data process - 1

Greetings
I have windows xp pro sp2 installed on a new computer and I get the
following error message when I attempt to install Metastock v9 software.

"An error occurred during the move data process - 119"

followed by another error message in a box titled Vselect

"unable to access file c:\program files\equis\thedownloader\dlwin.exe"

I have successfully installed this software before on my previous computer
with windows xp pro sp2 installed .

I would appreciate any assistance as I cannot install the software
