Default individual settings upon reinstalling Windows

What is the best way to preserve individual settings, shortcuts, preferences
etc. in Windows and Office so you can restore the same after doing a complete
disk clean and Windows reinstallation?

The File and Settings Transfer Wizard will save and restore much of that for you. Check the XP Help file.
