Two points:

1. If your news server doesn't carry it, you can't add it there
yourself, but you can ask for it to be carried. But see point two for
a better suggestion.

2. You are using Outlook Express. Like most newsreaders, OE permits
the simultaneous use of multiple news servers. The group in question
is carried on Microsoft's server msnews.microsoft.com, which is the
*best* place to get Microsoft newsgroups, since it's the native place
for messages, and you don't have to wait for messages there to be
propagated to some other server.

Simply add that server in Tools | Accounts, and use it to get all you
Microsoft newsgroups.
