Default how to control volume for program events

This may be trivial:
How do I control the volume for program events?
Things like, error sounds, Windows start-up, mail notification etc.
Some of them are OK, others are very loud, too loud. Some are Scary!
Lowering system sound volume in the Control Panel affects music more than
anything else.

If specific wav files are to load you may edit them with Windows Sound
Recorder,( Entertainment section of Accessories)
