Default Found New Hardware problem after reboot

Hi all,

class is USB
PreInstalling the inf using SetupCopyOEMInf function. Following steps
1) Create an inf file
2) use inf2cat to create an cat file.
3) use signtool to sign the cat file.
4) use signtool to sign the driver file.
5) now call the setupcopyoeminf funtion to preinstall. While
installation it ask for continue option with WHQL logo testing.
Clicked on the continue.
6) Reboot the system
7) after reboot if i connect my h/w the Found New Hardware Comes.

Why this Found New Hardware is still comming??

how to suppress this. Even though all the steps we followed is
correct.

Please provide me some inputs.
