It sound like an infection scenario to me but have a look in the Event
Viewer for any error messages(X) and post them back here.

Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

Hi Joe,
Try to start in Safe Mode By tapping the F8 on StartUp until you get the
Boot up options select safe Mode, there perform a scan for malware and
Viruses as this definite infection to me now more than ever.
If this not your cup of tea then take the machine to a local Tech person
and they will fix it for you.

What's the history of the problem? Did it occur suddenly? Have you tried a
system restore in safe mode to a point before the problem started? Here are
