GRUB can do it. IMHO, it's nicer to run both XP and Vista at the same time using Virtual PC 2007 (free from Microsoft).

Vista's boot manager will allow you to dual-boot
between Vista and XP, but XP must be installed and
in view of Vista's installer when Vista is installed for
it to work. Otherwise, if you have 2 HDs, you can
install each OS on its own HD (while the other OS's
HD is not connected), and then with both HDs connected
you can select which HD will control booting by going
into the BIOS early in the boot-up and manually adjusting
the Hard Drive Boot Order to put the HD of your choice
at the head of the list of HDs. That HD will persist as the
boot HD until you again adjust the HD Boot Order in
the BIOS.

There are other 3rd-party boot managers, but some
of them (or all of them) require their own dedicated partitions.
