donot get massage " safe to remove hardware"

Hello,
When I click the icon for safely hardware remove in tray, the icon just
blink and disapper after few seconds. I never get massage like " safe to
remove hardware".
I was get this massage in past, but for last few months, i never get this
massage.
I try to contact Microsoft support and they email me the Hotfix. I download
the Hotfix, but still there is a problem. So if any one know how to fix this
please reply.

Maybe you have globally deactivated the balloon tips.

In TweakUI 'Taskbar and Start menu' -> 'Enable balloon tips'.

Go to http://www.kellys-corner-xp.com/xp_tweaks.htm and check line 5.
Your 'safe to remove' icon must have lost its address association.
