No, you can't delete the "Recycler" folder. Windows won't let you.
I don't know what the 'recycled" folder is. Perhaps another program created
it ??

"Recycler" applies to NTFS partitions
"Recycled" applies to FAT(32) partitions

The "Recycled" folder might be a left-over after converting the partition
to NTFS. If this scenario applies, the "Recycled" folder can be deleted.
The "Recycler" folder will reappear anyway regardless how you delete your
files.
