Default ctf loader

What is ctf loader and how can I stop getting this error message everytime I
try opening any program. I have tried going to related sites and they say it
is a problem with office but I don't have office on my computer. I have also
tried to restore computer to earlier dates but that doesn't fix the problem
either. Can anybody help

What's the EXACT error message- don't paraphrase. Is it about ctfmon.exe?
