Default Control Panel services access is blocked and other problems

I cannot get into the Control Panel Services because I get an
"Internet Explorer Script Error" and clicking either Yes or No on the
error diaglog does not close the error dialog. I have to use Task
Manager to end the control panel task.

I also am getting the same script error message when I use Visual
Studio's MSDN help. These problems started a few days ago.

I cannot turn the Windows Firewall off in Control Panel. when I click
the green ON button nothing happens. When I click the hyperlink for
help on Windows Firewall, nothing happens.

Windows help does not work at all. Pressing F1 when the Desktop has
focus does nothing.

I have checked the security settings in IE to make sure scripting,
activex are enabled.
I also disabled script errors and smooth scrolling in the Advanced
tab of IE

None of the above helped. I then restored all settings in IE to their
defaults and that did no good.

Any ideas out there?
