Changing screen resolution rearranges desttop

How can I retain my desktop arrangement of icons when I have to lower the
screen resolution for an old (1999) educational application to work? I am
using Home Ed XP, SP2 on a Dell 8250 using an Acer AL1916 screen.

I have tried setting up a 2nd user but that didn't help. If there is no way
to stop the change is there a way to save the desktop and put it back after
changing back to normal resolution? I have my "very busy" desktop arrange
with particular application together for ease of functioning.
