As far as IE-specific.
It doesn't seem to be specific to IE as Firefox on my system has the same
result.

He probably meant that the hypothesis that CSS is not validated is
incorrect.
Still there are apparently 27 errors, which could explain why some
browsers are having problems with that page.

Except that these 27 errors would be the same on the machines at work with
the same browser that work fine.

Browsers rarely display Web pages identically. Some are more forgiving
than others with respect to errors.
If the browsers are the same, then settings, updates/patches, and/or
plug-ins/add-ons would be a factor.

In my case, IE6 and IE7 give me the same problem (same version and updates).
I don't have anything special in them.
Also, on the machine it works on, it takes about 1 or 2 seconds to display.
On the machines it doesn't apply the styles on, it takes about 30 seconds.
