Bug in Windows Picture and FAX Viewer (XP SP2)

Open a picture with WPaFV where that picture's archive attribute is SET (i.e.
ready for archiving as it's new or changed). Rotate the picture and close it.
Examine the Archive attribute and it is now UNSET!

I cannot find this bug listed. Is anyone aware of a fix / hotfix?

If not, how do I report it - I am based in UK and if I select Contact
Microsoft I am auto-switched back to the UK site which does not have a
bug-report facility.
