Default Before Splash Page Unknown "Greek" Dialog Box Requires an "OK"

Each time I restart my XP machine I get a dialog box that requires me to
press OK before the OS continues to the "Blue Splash Page".

The box consists only of a "greek" caption, some "greek" dialog text and an
OK button. I was able to copy the greek text from inside the box, but not
the caption greek text, Here is the text I copied between the quotes "㿸Ü"

I have no idea what the dialog box is for or what it does, but I cannot
proceed without clicking ok.

Does anyone know what it is, or how to get rid of it?

It sounds like a possible boot loader issue. How long have you owned this
PC? Did it always do this?
