The AirGCFG.exe problem is a known problem with wireless NIC cards and SP3.
The NIC card manufacturers have not been willing to update their drivers to fix this.
Disableing the NIC monitoring software (AirGCFG) covers the problem, but does not solve it.
If you don't have Windows Defender (recommended) to access their startup control,
you can use MSCONFIG.
Go to START-RUN and type in
msconfig
Then open the Startup tab and uncheck the items you do not want to startup when Windows starts up.
