(This issue has been widely reported for a while already, but I don't
seem to be able to find any real solution.)
There's what appears to be a user-interface-level glitch in Windows XP.
When the computer goes out of standby mode, it reacquires its the
network connections, both wireless and Ethernet. The connections get
reacquired successfully, but the animated "Acquiring network address"
icons remain in the tray bar forever. The only way to get rid of them is
to open the "Network Connections" window and do a "Refresh", which makes
the icons disappear.
Is there any way to get rid of those annoying animated icons without
jumping through all these hoops with opening the "Network Connections" etc.?
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Advanced.
Modify or create, "ShowInfoTip" and set the Value to 0. To restore set the
Value to 1. This edit excludes the Start Button.
Disable Balloon Tips - Start/Run/Regedit
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Advanced.
Modify or create, "EnableBalloonTips" and set the Value to 0. To restore set
the Value to 1.
Show Pop-up Descriptions for Explorer and Desktop Items
This setting controls whether pop-up tool tip information and descriptions
are shown when the mouse is hovered over desktop and explorer items. This
edit excludes the Start Button.

No, unfortunately, it doesn't change anything with regard to the
