Default access 99% finished downloaded file from TIF folder

I have an unsuccessful download that stay at 99% finish forever. I
believe the data has been downloaded but not moved to the folder I set
it to be downloaded. After going through the sizes of different
folders, I believe it's hidden inside Temporary Internet Files folder.
By looking at the properties of the TIF folder, it shows 900MB. When
inside the folder and seleting all the files there, it appears only a
few hundred Ks. There are a great amount of data being hidden by the
sytem. I have my folder options to show all hidden files. So this is
something else that MS is hiding from the users.

How can I retrieve the file? I remember I accidentally accessed some
strange folders (with some gibberish letters) each with files being
viewed on internet inside. I can seem to find it when neede.

Windows does not permanently hide any files or folders from the user if you know which settings to change (and you have admin rights to change them).

1. "Display the contents of system folders" tick

2. "Show Hidden Files & Folders": select

3. "Hide Protected Operating System Files (recommended)": \Untick

I had these set up to show everything. There are still things that are
hidden after folder options setup. I read somewhere that all the TIF,
cache, history are not actually deleted even after cleaning up
everything. The downloaded file is at somewhere that I can't retrieve.
I see the size change and not released after I canceled the process.
