USB external HDD ignored at bootup

My external hard drive is not recognized at boot up and included in the
listing of my computer.

It is only after I turned the external hard drive off and then on that
anything happens. First autoplay runs and then after closing autoplay Windows
Explorer lists the external hard drive.

What setting do I need to change?

Personnaly I would'nt boot up, or shutdown, with any usb external connected
