Default Timezone change in Venezuela

TimeZone has changed from -4 UT to -4:30 UT. Where is the Microsoft update
for XP (probably also for Vista ?)

Did you try searching at all?

A hotfix is available to add a new time zone in Venezuela (GMT-4:30) for the
year 2007 in Windows XP, Windows Server 2003, and Windows Vista
