Default Sysprep 2.0 Files Needed Dialog

Once a machine prepared with the 2.0 version of the Sysprep tool reboots and
begins the mini-setup wizard it will display a dialog box asking for a file.
Usually, I can press the escape key and the wizard will continue without any
further problem. The wizard will complete successfully despite this dialog
box being bypassed. With that in mind, why does Sysprep display this dialog
box and what can I do about it?
