Default stuck in Safe mode

When using MSCONFIG and sellecting the Normal startup check box everything
look Ok, but the system boots up in Safe Mode. The reason is caused by
something adding the check box for safe mode boot. The only way to eliminate
coming up in Safe Mode is to deselect the safe mode tab box and not select
the normal startup.
