Default SP3 Reads SP2

I have packaged up SP3 and assigned it via group policy to a number of PC's

On reboot the software takes a lengthy time to install, the event log
reports the applicaton deployment succeeded.

Control Panel Shows SP3 being available for uninstall.

svcpack.log bottom line reads: Inventory Complete: ReturnStatus=0 73390
ticks

All of these indicate SP3 deployed correctly, yet the properties of my
Computer read SP2?

Has anybody experienced this or can help to indicate what service pack state
the computers are actually in?
