Setting up Hotkeys

I'd like to be able to set up a global hotkey combination to mute/unmute the
system's SigmaTel volume, and maybe 2 more for +- level control. Is this
possible, and does anyone know how? I Googled, but couldn't find a download
that addressed this specific application, only stuff that opened programs.
