Default scripting group policies

Hello

I'd like to know if it is possible to set up group policies
"programmatically" without using mouse clicks and windows GUI. Is it
possible to execute a shell command or create a VB script which would
set a single setting or many different setting? I know that there are
ADM files but how do I apply them without gpedit.msc console?
