No because either your CD or hardware is defective.

Here we are, have a look here-:
XP Clean Install

First of all you need to make the computer boot from the CD ROM so this should be set as the 1st boot device in bios, the hard drive being set to 2nd, trust you have done this.

What you need to do is to check the disk very carefully for marks or scratches, if the disk is ok then I would certainly consider tring the CD on another CD drive unit as Mario suggested.

If the disc is marked a gentle wipe with a very soft cloth should help, if it's marked or scratched, there just 'might be' a way out...

Using metal polish, Brasso or Silvo a liquid polish (metal wadding Duraglit or Silvaglit tends to scratch the surface if you are not careful), use a little on a very soft cloth and rub gently in a circular motion over the disc, deep mark's I've got out of many a CD or DVD.... don't worry the data is usually etched on top side of the disc between the top lable, you can use the same stuff on any monitors that uses a plastic type screen... for glass you need 'Chemico' a grinding paste that you use on car pistons.... takes some doing, I've got deep marks out of TV screens, glass is harder and will take considerably longer to do... the secret is doing it all over the surface evenly - we don't when it to look like the lens on a telescope.

Do you have the original OEM version of XP HOME?
Where did you get it from?
I bet it is illegal copy!
