Default laptop problem

here is the thing.... I hear the laptop turn on but it wont load up the hard
drive. i have arlready tried installing a new hard drive for it and tried to
install windows xp again. i know it is not the battery because the laptop is
getting the juice. the fans turn off as soon as it tries to load up... what
is the problem here?

- Contact the hardware manufacturer for service and suggestions.

- Can you get into the system BIOS?
- If yes to the "system BIOS", can you set it to boot from CD and then
actually *boot* from a CD?
- If yes to the "system BIOS", does it auto-detect the hard disk drive
okay?
