Default "installing managed software"....... Message Box

Hi all

I have just taken over a network that has been tweeked and they have some
how managed to remove the box that you get when you turn on a computer in the
domain that is tells you what managed software is being installed and the one
on that tells you how many windows updates are being installed and not to
turn off the computer.
As such I get a lot of calls about how the computer is just sitting there
with a blue screen.
Has anyone got an Idea how this was done and how to put it back to normal.
