installing belkin shut down software

when I try to install it gives me a an installation support file C:\DOCUM
1\ADMINI 1\LOCALS 1\Temp\{e3D16DAD-1AEE-11D6-B82B-004033aa2c09}\isrt.dll
could not be installed Can oyu help with this?

A Belkin UPS?
No FAQ's on Belkin site?
Perhaps delete all temp files, reboot and try again
