i would like to format and install windows xp using the installation cd.
however, my cd-rom is broken. What should i do without buying a new cd-rom?
Can i use an external cd-rom to format and install it

Assuming this is a desktop computer - take out the device, bring it to a
computer store, get the least expensive replacement they have (if it costs
more than $60, they are stealing from you.)
If it is a laptop - you can likely still get it replaced - but you should
take the whole thing into a computer store.
