Default Home ntwk. Home pc cannot now access https sites. On laptop it wor

I reconfigured my home network (installed new wireless router and changed
setup to where the pc and laptop now go through w/l router for internet
access and w/l router goes through second router (phone). That second router
is connected directly to internet via cable modem. For some reason, after
making this change, when I go to https sites on my pc, the pc freezes up and
times out with message that "IE cannot open the webpage". The laptop works
fine on all https sites. I cannot figure out why this would be the case.
Firewalls are off on pc and did an a/v scan and is fine. Also, did not
change settings on pc except maybe IP address going from static to dynamic.
PC does fine everywhere else on internet. Anybody have any ideas?
