Default Windows Xp Error

Hi,

I just start getting this error "run time error! Prgram:
C:\windows\system32\rundll32 R6030 CRT not initialized" when I open control
panel, IE 7.0 or any programs in control panel. I have windows XP sp2 with 1g
memory.
Does anyone know how I can fix this issue? Any help is greatly appreciated.

A google search shows references to Norton, Roxio and Net Framework 2, as
well as others
Since you mention both IE & Control panel, perhaps this points to Net
Framework?

System: Windows XP Service Pack 3 v.3624 2 gig ram - .Net Framework NOT installed. I would also like an explanation as to the cause, as nothing has been changed at all.
