Default Toolbar clock -- date display

For some reason Windows no longer displays the date when I hold the
cursor over the toolbar clock.

Can this be adjusted?

Just the Clock? When you place the tip of the Cursor on any of the other
Icons do you
get a info balloon.

OK I see it now. Thanks --
The problem is that only the very top of the date box shows behind the
toolbar. Some of the other boxes show but some are too low.
