I have downloaded several programs and to open them and use them they need to
connect back to their internet servers but I am getting communication errors.
The programs will work correctly though if I am in safe mode. Any
suggestions?

That was quite rude. I turned my firewall off and it still doesnt work. I
am reporting you. All I am trying to do is get some help from nice helpful
individuals.

Perhaps you have TWO firewalls? Is the built-in XP firewall turned off?

Disable all startup items, reboot, see if the problem remains. If not
then you know it was one of the startup items causing the problem, so
reenable them one at a time until the problem reappears which will let
you know which one caused the problem.
You said the problem goes away when booting into Safe Mode which does
not load the startup items. msconfig lets you disable all of them and
selectively reenable them one at a time to diagnose the problematic
startup item.
