Font Creation

We are trying to create a group of True Fonts fonts. Can someone recommend
the best way or best package to do this.

If you wanted to make fonts, I would have thought you'd know that they are
called TrueType, and not True Fonts.

If you were talking about a font manager, I use Extensis Suitcase:

If you meant font creation software, the only one I have actually heard of
is Fontographer.
