I have several large graphic files in the recycle bin. When I try to EMPTY, I
receive a message that the file is being used by someone else. No one is
actually using the files. A different version of the same files are SAVED
elsewhere, that is why I'm trying to completely delete these earlier versions
and free up space. How can I delete these files out of the recycle bin?

Try booting to SafeMode and empty the Recycle Bin from there.

Open Task Manager and check if there is a process running related to the
file you want to delete. If so, end the process, go back and delete the
file.

There is a little utility called 'unlock assistant' that works wonders with
these kind of problems. Search for it
