Default Conflict between XP SP3 and dot net 3.5

I started fresh with a new install of XP when SP3 was released. The "new"
system refuses to install dot net 3.5 (others OK) from a visual studio
express install disk.

It previously refused to install PhotoInfo.

Any thoughts?

False alarm, the problem was my OS install.

Being retired with vast reaches of unused time, I can now enjoy Microsquash
operating systems to their fullest - I don't have to get anything done!

By starting at zero with my original XP disk, I did an install, applied the
SP3 patch, and immediately installed VS express after installing the drivers
but before adding much else. It worked fine.
