Default cannot control automatic updates

I always like to do updates myself rather than automatically. But I find
that the wuauclt.exe always runs, even when it is set to "manual" and
"stopped". When I see it running I go to the services.msc and find that it
is started again.

I have now disabled it to keep it from running.

Any ideas?

I have it told to download updates and tell me, but why oh why does it
run and apparently check all of my drives when I boot-up.
I too have now disabled it, but it p&ms on boot that I have turned it
off.

Then you need to do this:

Click Start >> Control Panel >> Security Centre >> on the security centre
locate at the Bottom Automatics Updates and Double click it and select this
option:

(*) Notify me but do not Automatically Download or install them.
Click [Apply] then [OK].
