Default can't access certain files

When I attempt access certain files, I get this message :"word cannot
open the document: user does not have access privileges (C:\...
\20020810 Neighborhood Block Pa...)."

What can I do to open thses files??
Please HELP!!!

You need to grant yourself necessary permissions to access them. Are
you a member of the Administrators group, is your user account an
Administrator account? Are you running XP Pro or XP Home?
