Buttons on internet sites and set up wizards

Anybody know why certain buttons on wizard set ups and internet sites do not
respond when I press them? I have XP Version Pack 2 installed. I'm even
having problems with Microsoft own wizards, lately the Vista Upgrade Advisor!
Nothing happens when I press the Next or Start button, nor does it darken in
colour when my cursor is over it. Really would like to sort out this
problem. If somebody could help me resolve it, it would be much appreciated.
