I am trying to manually create an answer file for a non-Microsoft application
to install on a windows XP pro system. can anyone point me in the direction
of creating manually creating an answer?

Have you asked the manufacturer of that non-Microsoft application? I
doubt anyone else could help, particularly since you've neglected to
identify the specific application involved.
