I've almost filled up my computer's built-in hard drive. I'd like to add a
second one to store my music and movies, but I want to power up this second
hard drive only when I want to watch a movie. Is there an approved way to
add such a drive; anything I should look for in choosing it?

Your simplest solution is an external HD connected via USB,
nowadays quite cheap.
