Active Desktop Will Not Synchronize

I'm have trouble trying to setup active desktop to synchronize on a
schedule. Every time I go into the Display Properties > Customize Desktop >
Web "tab" > Properties > Schedule "tab" - it has "Only when I choose
Synchronize from the tools menu" selected, and if I select Using the
following schedule and select a schedule or add a new schedule then click OK
my way out when I go back the same thing is set "Only when I choose
Synchronize from the tools menu". It will not let me set a schedule. This
web content works on other PC running windows2k.
