Windows Vista toolbar moving, disappearing and double/treble icons

I am running Vista on a Toshiba laptop and often get the toolbar at the
bottom moving from the bottom left to the right. The toolbar becomes unclear
unless the cursor is over it. Sometimes the icons on the desktop are doubled
or trebled.

Has anyone experienced this and do they have a solution
