This is msconfig trying to open because of the changes you made. Just
right-click on the Defender icon in the system tray, run the blocked
program, and you'll get the msconfig window open.
Go into WD and choose your default alert settings.

but i dont want to run the programs at startup and thats why i unselected
them in msconfig. I want windows defendow to follow suit and reconigse that i
do not want these programs run at startup and to stop reminding me they are
blocked.

msconfig, after rebooting opens a window to inform you that changes have
been made. That is the program that is blocked.
You only need to let it run, by the way I described and then check "Don't
show this message or launch the System Configuration Utility when Windows
starts" and click OK.
i had the exact same problem, the defender/software explorer method did
not work for me, in the end i turned off UAC which solved the annoying
"windows has blocked blah blah.." messages. go to control panel/user
accounts/turn user account control on or off, choose off. check out
posts on UAC and blocked programs as turning it off permanantly leaves
your computer at risk (protected mode off in IE7). i left it off and
use a different browser(firefox), no problems so far. lots of problems
seem to trace back to UAC and most opinions are that it needs a lot
more work. there is third party software that makes it more bearable
tweakuac i think. hope this helps.

Hi Joe,
METHOD TWO steps 9 to 12 will show you how to stop the notification and
keep the startup program disabled.
