I have read somewhere that the files in this folder can be deleted once
the installation of whatever program has finished. Is this true? I only ask
because the files don't appear to be of any use, and are taking up quite a
lot of space on my system drive.
Run the disk cleanup utility and check to delete all temporary or installer
files. If this removes them then great, if not then I wouldn't touch them to
be safe (although they are probably not needed).

That's fine, but I'd really like to know what these files are used
for... that's if they are really used for anything!
