That feature does not appear have any user configurable settings that I can
see.

Apparently the lower part of the Welcome Center dialog can be changed,
according to James Finnigan [MSFT]. I saw some of his previous posts on this
subject, but he was not real clear about how this can be accomplished. He
simply said that the "oobe.xml" file could be edited to accomplish this.
I have a full retail version of Vista Ultimate installed and the oobe.xml is
not present in my system, so I am thinking that it is a part of the OEM
version of Vista.
