Default Weird Network Problem

I am Vista Home Premium SP1. When connected to the network, I can not send
problem Reports, the Help has Xs through the images, and I can not connect
to other shared devices. I can go online to bing.com and several other
websites. But I can not download java or flash updates, it says I do not
any an internet connection. I also can not download any new Microsoft
updates. If I install IE8, then the browser can no longer go online. AVG
is the only ant-virus installed, and the firewalls are turned off. The
machine can not be formated and reinstalled
Any ideas would be great.

Try these:

Open Internet Options, Connections tab, click "Lan Settings" button,
deselect all.

Flush DNS

Click Start, Run, type CMD and click the [OK] button. Type each of the
following:

IPConfig /FlushDNS [Press Enter key]
ipconfig /release [Press Enter key]
ipconfig /renew [Press Enter key]
ipconfig /registerdns [Press Enter key]

NETSH

Click Start, Run, type CMD and click the [OK] button. Type the following:

netsh winsock reset

Press Enter key

Restart the system

Try what I (accidentally) found was the solution to a similar problem -
unplug the router from the telephone line, wait 30 minutes and plug it back
in again....

Have connected to a DSL and FIOS connection, both with the same problem

This could be malware related - some infection items specifically block
Windows and Java updates among other effects. I recommend running
Malwarebytes and Superantispyware.

Ummm is IE set up to use a proxy? Which doesn't exist?
